Brown the beef: Heat a big skillet on medium. Cook the ground beef, breaking it into tiny bits with a spoon. Stir until no pink shows and it’s browned, about 8–10 minutes. Spoon off extra fat, leaving a little for taste.

Make the flour mix: Sprinkle flour over the hot beef. Stir until all meat is covered and no dry flour shows. It gets thick and pasty—that’s good!

Add milk and spices: Pour in milk slowly while stirring to scrape up browned bits. Mix in salt and lots of black pepper. Stir on medium heat until it warms and thickens a bit, 3–5 minutes. No need to fully thicken here.
